Check out Crooked Dice's 7tv.  You build casts (instead of armies) based on TV shows of your own design, or real ones if you like.  the 7TV core rule book itself is sci-fi/spy-fi oriented and there are expansions for "cops and robbers" type shows and stop motion fantasy like Sinbad/Jason & the Argonauts.  They also have 7ombietv and it's supplements for 80's style zombie apocalypse movies.

The rules aren't free*, but can be purchased as PDF so are much cheaper then buying the next edition of Warhammer 40k before it becomes obsolete.

You don't need to use their figures exclusively with their game, yet they do have some fantastic minis.
