Regarding health care: Yes and no. It isn't bad as such, it's more that there simply isn't enough staff to properly take care of patients.
Most of the nurses are friendly and they do their best, it's just that what big hospitals/ homes for the elderly and such institutions really would need, is extra staff to properly deal with people like my grandma- so basically it's a question of cost efficiency as well.
It's not even an extreme example. Over here we say: you better don't get old- and if you do, make sure you don't get ill.
