Warzone figure?

I posted this on MH forum, and it was suggested that the FOD may be able to help identify this miniature, so, fingers crossed

I really like this jacket...
but the sleeves are much too long!

I swear I've seen this before. You sure he's not an inquisitor from the old Rogue Trader days?
